My previous experience with Crossref is that reference data is now stored there increasingly often for papers, but it is sometimes incomplete for a given paper (eg it may not know about any listed references than don't have a DOI). But I haven't tried many papers yet, to know if that success is common, eg with more obscure or complicated reference list formats. And it's pretty comprehensive and impressive. It's had 33 releases at github so far (currently v0.3.6) so it does have some maturity.
